Love story in dystopia?

Except for what technology could help, every little thing is almost hopeless. Is that "high tech, low life" all about?
The narrative skill is common place now, but the style is still outstanding.
BTW, why cyberpunk has the tendency to take Chinatown, Japan, or even India as part of its default settings? Fascinating...
